The Office is responsible for monitoring and combatting anti-Semitism and anti-Semitic incitement in foreign countries and coordinating the preparation of relevant portions of the State Department's annual Country Reports on Human Rights Practices and the Annual Report on International Religious Freedom. The bill requires these annual reports to include descriptions of physical violence against Jewish people, vandalism of Jewish institutions, propaganda promoting hatred against Jews, government responses to such acts, efforts to enforce religious freedom protections, and anti-bias education initiatives. The Special Envoy is directed to consult with nongovernmental organizations and multilateral organizations to carry out these monitoring and combat functions.
