Summary

This bill directs the Secretary of Agriculture to establish a technical assistance program to help rural communities recover from presidentially-declared disasters. Eligible rural communities (census-designated places with populations under 20,000) would receive assistance with disaster recovery planning, identifying funding sources, preparing applications to federal and state agencies, addressing application denials, and implementing recovery funding. Technical assistance may address telecommunications, water infrastructure, housing, energy, community facilities, business infrastructure, and local government infrastructure. Communities would be eligible to receive assistance for up to three years following a disaster declaration, with possible extension for an additional three years. The bill authorizes $50 million annually for the program, with funds allocated to state rural development offices based on the population affected by each disaster.
