Summary

The bill establishes a Rural Development Disaster Recovery Technical Assistance Program within the Department of Agriculture to help rural communities recover from presidentially declared disasters. The program provides technical assistance to rural communities with populations under 20,000 to help them plan recovery, identify funding sources, and prepare applications to federal and state agencies for disaster recovery assistance. Technical assistance can address telecommunications, water infrastructure, housing, energy, community facilities, business infrastructure, and local government infrastructure. Communities can receive assistance for up to three years after a disaster declaration, with possible extension for an additional three years. The program is authorized $50 million per fiscal year and allocates funds to eligible communities based on the population affected by each disaster.
