Summary

This bill directs the Department of Veterans Affairs to provide electronic communication options for veterans and eligible persons regarding their educational assistance benefits. The bill requires the VA to establish a mechanism allowing veterans and eligible persons to send and receive correspondence with the VA electronically rather than by mail, and to give them the option to choose electronic communication. The bill also requires the VA to notify veterans and eligible persons who are enrolled in educational programs or courses about the opportunity to opt into electronic communication. The electronic communication would relate to entitlement to and use of educational assistance benefits administered by the VA, such as GI Bill benefits.
