No Dollars for Dictators Act of 2025
To prohibit allocations of Special Drawing Rights at the International Monetary Fund for perpetrators of genocide and state sponsors of terrorism without congressional authorization.
Summary
This bill prohibits the United States from voting to allocate Special Drawing Rights (reserve assets created by the International Monetary Fund) to countries unless Congress specifically authorizes such action. The prohibition applies to countries whose governments have committed genocide within the past 10 years or have been designated by the State Department as state sponsors of terrorism. Special Drawing Rights are international reserve assets that IMF member countries can use in transactions with the IMF. The bill amends the Special Drawing Rights Act to require congressional approval before the U.S. can vote for SDR allocations to these restricted countries. Currently, such votes do not require individual congressional authorization.
