Summary

This resolution is a procedural measure that sets the terms for House consideration of H.R. 155, which would require states to permit unaffiliated voters to vote in primary elections for federal office. The resolution allows the House to proceed to debate on H.R. 155, adopts an amendment to the bill, and waives procedural objections. The resolution allocates one hour of debate time to be equally divided between supporters and opponents, and allows one motion to recommit the bill. The substantive details regarding unaffiliated voter participation in primaries are contained in H.R. 155 itself, which is not included in this procedural resolution.
