Summary

This House resolution amends the Rules of the House of Representatives to implement two new requirements for House employees. First, all House employees must undergo criminal background checks conducted by the United States Capitol Police within 30 days of employment, with results kept confidential and shared only with the head of the employee's office. Second, House employees must file public reports with the Clerk disclosing any payments received from or contracts entered into with foreign governments during the three years before employment, and must report their status if they are citizens or nationals of a foreign country. Current House employees must file the foreign government disclosure reports within 30 days of the resolution's adoption. The requirements apply to the 119th Congress and all subsequent Congresses.
