HRES 402 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

Summary
This House resolution expresses the sense that the Office of Management and Budget should direct federal agencies to postpone implementation of major rules for one year, with exceptions for emergency services and national defense. The resolution cites job creation concerns, economic uncertainty, and the substantial costs of federal regulation as the rationale for the one-year postponement. As a resolution, this expresses congressional opinion rather than creating binding law or policy, though it may influence executive branch regulatory actions. The resolution does not mandate any specific actions but communicates the House's position on regulatory implementation timing during economic recovery.

RESOLUTION
Expressing the sense of the House of Representatives that the Office of Management and Budget should direct all Federal agencies to postpone for one year the implementation of major rules.
Whereas job creation continues to be a top priority for Congress and the American people; Whereas the economic recovery is, according to the President and other executive branch officials, “fragile” and “uncertain”; Whereas estimates put the cost of overbearing and onerous Federal regulations at over $1 trillion per year; Whereas, in a time of record deficits and debt, the Government’s responsibility is to alleviate these fiscal pressures on American families, not to exacerbate them; and Whereas Congress and the Administration need to redouble their efforts to create simple, effective regulation with specific intent: Now, therefore, be it Resolved, That it is the sense of the House of Representatives that the Office of Management and Budget should direct all Federal agencies to postpone for one year the implementation of major rules that restrict economic growth, except for those rules that provide for emergency services or the defense of the Nation. <all>
