To amend the Richard B. Russell National School Lunch Act to require the Secretary of Agriculture to make grants to eligible entities to acquire and install milk storage-related equipment for use in elementary schools and secondary schools, and for other purposes.
Summary
The FRESH Act would establish a grant program to help elementary and secondary schools purchase and install refrigeration equipment for storing milk. The grants would be distributed competitively to local school districts, tribal organizations, and consortiums that operate school meal programs. The federal government would cover up to 75 percent of the cost of equipment and installation, with schools responsible for the remaining 25 percent. The program would be authorized to receive $4 million annually from fiscal years 2027 through 2031. Eligible applicants would need to submit applications to the Department of Agriculture demonstrating their need for milk storage equipment.
