To repeal certain formula grants under the Elementary and Secondary Education Act of 1965 and use such funds to award block grants to States, except as otherwise appropriated by Congress.
Summary
This bill repeals ten federal education grant programs under the Elementary and Secondary Education Act of 1965 and consolidates their funding into block grants awarded directly to states. Beginning in fiscal year 2026, each state would receive a block grant amount equal to what it received under all the repealed programs combined in fiscal year 2025. The repealed programs include Title I grants to local school districts, English language acquisition grants, rural education funding, Indian education grants, teacher quality grants, and grants for migrant students, neglected and delinquent youth, and community learning centers. States would have discretion over how to use their block grant funds.
