Summary

This bill requires states to maintain funding for school resource officer programs in elementary and secondary schools at a level equal to the greater of either the amount spent in the most recent compliant fiscal year or the average spent over the preceding five fiscal years. States must submit annual reports to the Secretary documenting their SRO funding levels and the number of officers employed. If a state fails to meet the funding requirement and does not receive a waiver, the Secretary will reduce the state's eligibility for Elementary and Secondary Education Act funding by an amount proportional to the SRO funding shortfall in the following fiscal year. States may request a waiver if extraordinary financial circumstances such as economic downturns or natural disasters justify the reduction in SRO funding.
