Summary

This bill amends the Congressional Budget and Impoundment Control Act of 1974 to establish procedures for consideration of annual appropriation bills. In the Senate, it would limit debate on annual appropriation bills to a maximum of 20 hours, with the same procedural rules applying as for budget resolutions. In the House of Representatives, it would prohibit the chamber from taking an adjournment period of more than three days during July until it has approved annual appropriation bills for all subcommittees of the Appropriations Committee for the upcoming fiscal year. These changes are intended to establish structured procedures for congressional consideration of annual spending legislation.
