To amend the Energy Policy Act of 2005 to extend the period of availability of funds and commitment authority for energy infrastructure reinvestment financing and to require the solicitation of applications from energy infrastructure required to generate electric energy during an emergency, and for other purposes.
Summary
The Build More Power Act extends federal loan guarantee programs for energy infrastructure projects by moving the deadline from 2028 to 2032 under the Energy Policy Act of 2005 and from 2026 to 2032 under the Inflation Reduction Act. The bill makes energy infrastructure that is required to operate under a Federal Power Act emergency order eligible for these loan guarantees and requires the Secretary of Energy to solicit applications for guarantees when such orders are issued. The bill allocates at least $20 billion of total loan guarantee authority specifically for energy infrastructure required by emergency orders. The Secretary of Energy must report to Congress within one year on the guarantees made and recommendations for incentivizing investments in energy infrastructure upgrades.
