Summary

This bill amends the Federal Power Act to streamline the process for constructing or modifying electric transmission facilities in nationally designated energy corridors. Under the bill, the Federal Energy Regulatory Commission (FERC) replaces the Department of Energy in overseeing this process and establishes a self-certification system where developers can proceed with construction or modification if they provide FERC with required information about their company, existing operations, and the transmission facility project. The required information includes the developer's legal name and business details, a description of the facility, and expected construction timelines. FERC is required to issue implementing regulations within one year and to conduct annual audits of certifications and provide Congress with annual reports on the effectiveness of the new process. The bill removes certain stakeholder engagement requirements from the prior permitting framework.
