To authorize the establishment of memorials to the Wisconsin infantry officers and enlisted men who fought in the Battle of Antietam and the Second Battle of Bull Run, and for other purposes.
Summary
This bill authorizes the establishment of two memorials at Civil War battlefield parks to honor Wisconsin infantry units. One memorial would be placed at Antietam National Battlefield to commemorate Wisconsin regiments that fought in the Battle of Antietam in 1862, and another would be placed at Manassas National Battlefield Park to commemorate Wisconsin regiments that fought in the Second Battle of Bull Run in 1862. The Secretary of the Interior approves the memorial design, size, and inscriptions and selects the private parties responsible for establishing them. No federal funds may be used to design, acquire, or install the memorials, but once installed, the federal government assumes responsibility for their maintenance and may accept contributions for upkeep. The bill requires those establishing the memorials to submit annual progress reports until completion.
