Summary

The bill requires Federal agencies to keep memorials on Federal property open to the public during government shutdowns, provided the memorials are not federally funded. Federal employees responsible for providing public access to these memorials would be considered essential personnel performing emergency services and would not be furloughed during a shutdown. This ensures that privately-funded or non-federally-funded memorials remain accessible even when Federal agencies experience funding lapses.
