To establish a competitive grant program to provide capital assistance for the maintenance, replacement, and rehabilitation needs of commuter rail bridges.
Summary
This bill establishes a competitive grant program to provide federal funding for the maintenance, replacement, and rehabilitation of commuter rail bridges. The Secretary of Transportation would award grants to operators of public transportation systems, with $1.5 billion authorized annually for fiscal years 2027 through 2031. Eligible bridges include those used for commuter rail operations that may also serve intercity passenger rail, other public transportation, or roadways. The Secretary must solicit and award grants competitively, considering factors such as the size of the commuter rail system, the age and condition of the bridge, and whether bridge replacement has been identified as a priority by the applicant. Applicants that do not own their bridges must have agreements in place with the bridge owners to ensure access for commuter rail operations.
