To amend title 49, United States Code, to authorize limited operation of commercial motor vehicles for eligible drivers under age 21 in interstate commerce, and for other purposes.
Summary
This bill amends federal transportation law to allow drivers between 18 and 21 years old to operate commercial motor vehicles in interstate commerce on a limited basis. Eligible drivers must hold a commercial driver's license limited to intrastate operation and can only operate within a 150 air-mile radius of their normal work reporting location. Drivers must return to their work reporting location and be released from work within 14 consecutive hours of departing, and must have at least 10 consecutive hours off duty between work periods. The work reporting location must remain in the state where the driver holds their commercial driver's license. This creates a limited interstate operation program for younger commercial drivers while maintaining safety and rest requirements.
