Recycling Technology Innovation Act
To amend the Clean Air Act to exclude certain units of facilities from the definition of solid waste incineration unit, and for other purposes.
Summary
This bill would amend the Clean Air Act to exclude certain units that convert or transform plastic or post-use polymers through advanced processes from the definition of solid waste incineration units. To qualify for the exclusion, at least 50 percent of the outputs must be usable products with commercial or industrial applications, excluding energy and byproducts like ash or dust. The bill also creates a petition process allowing facility owners to request EPA approval for other plastic conversion units that do not meet the 50 percent product threshold. The EPA would have 180 days to approve or deny petitions after public comment.
