To require the Secretary of State to submit a report on participation in educational and cultural exchange programs.
To require the Secretary of State to submit a report on participation in educational and cultural exchange programs.
Summary
This bill would require the Secretary of State to submit a report within 180 days of enactment and every 5 years thereafter on international educational and cultural exchange programs. The report would include the number of participants in exchange programs sponsored by China and the United States, disaggregated by country. For U.S. programs including the Fulbright Program, Young African Leaders Initiative, Young Southeast Asian Leaders Initiative, Kennedy-Lugar Youth Exchange, and Future Leaders Exchange, the report would include detailed data on funding, participants, and survey results measuring attitudes toward the United States and understanding of American values. The report would assess trends in participation and analyze the impact of these programs on United States diplomatic standing and strategic influence compared to similar programs sponsored by China.
