Food Bank Emergency Support Act of 2025
To provide supplemental appropriations to carry out the emergency food assistance program under the Emergency Food Assistance Act of 1983 in the event of a lapse in funding for the supplemental nutrition assistance program under the Food and Nutrition Act of 2008.
Summary
This bill appropriates $462.5 million to provide emergency food assistance if there is a lapse in funding for the Supplemental Nutrition Assistance Program (SNAP). The funds become available when insufficient appropriated funds exist to provide full SNAP benefits without reductions, or when the Secretary of Agriculture determines available budget authority is insufficient for timely benefit payments. The bill allows these emergency funds to be used during and after a lapse in appropriations to maintain food assistance. Services to distribute food commodities under this provision are classified as emergency services involving human safety. The bill is retroactively effective as of September 30, 2025.
