The bill requires that provision of emergency contact information be voluntary, that systems include strong data security protections, and that access to the information be limited to authorized emergency personnel for use only during emergencies. The bill specifies that emergency contact information need not appear on physical driver's licenses or ID cards. The Secretary of Transportation must report annually to Congress on the program's implementation.
