Mrs. Miller of Illinois (for herself and Ms. Boebert) introduced the following bill; which was referred to the Committee on Armed Services, and in addition to the Committee on Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To promote the use of the Classic Learning Test (CLT) at military service academies and federally-run schools.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Promoting Classical Learning Act of 2025”.

SEC. 2. REQUIREMENT FOR MILITARY SERVICE ACADEMIES TO ACCEPT THE CLASSIC LEARNING TEST.

The Secretary of Defense shall ensure that each of the Service Academies (as that term is defined in section 347(d) of title 10, United States Code) allows applicants to submit scores from the Classic Learning Test (CLT), SAT, or ACT as part of their application for admission.

SEC. 3. REQUIREMENT FOR FEDERALLY-RUN SECONDARY SCHOOLS TO ADMINISTER THE CLASSIC LEARNING TEST.

(a) DODEA Schools.—The Director of the Department of Defense Education Activity shall require schools operated by the Activity to administer the CLT to students in the eleventh grade.

(b) Tribally Controlled Schools and BIE-Operated Schools.—The Director of the Bureau of Indian Education shall require schools funded or operated by the Bureau of Indian Education to administer the CLT to students in the eleventh grade. <all>
