Restoring Inpatient Mental Health Access Act of 2025
To amend title XIX of the Social Security Act to allow for Federal financial participation for services furnished to patients in an institution for mental diseases under the Medicaid program.
Summary
This bill amends the Medicaid program to allow federal funding for mental health inpatient services provided at institutions for mental diseases. Medicaid has historically excluded coverage for such services through a restriction known as the IMD exclusion. The bill removes this exclusion, allowing federal matching funds to pay for inpatient mental health treatment at these institutions. The amendments take effect with respect to services furnished on or after January 1, 2027.
