Ms. Norton introduced the following bill; which was referred to the Committee on Oversight and Government Reform

A BILL

To amend title 31, United States Code, to repeal the authorities of the Government Accountability Office with respect to the District of Columbia government, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the “Government Accountability Office District of Columbia Home Rule Act”.

SEC. 2. REPEAL OF AUTHORITIES OF GOVERNMENT ACCOUNTABILITY OFFICE OVER DISTRICT OF COLUMBIA GOVERNMENT.

(a) Treatment of District Government as Federal Agency.—Section 701(1) of title 31, United States Code, is amended by striking “includes the District of Columbia government but”.

(b) Annual Audit.—

(1) In general.—Title 31, United States Code, is amended by striking section 715.

(2) Clerical amendment.—The table of sections of chapter 7 of such title is amended by striking the item relating to section 715.

(c) Evaluation of Programs and Activities.—Section 717(a) of such title is amended by striking “or the District of Columbia government”.

(d) Reports to Congress.—Section 719(f)(3) of such title is amended by striking “or the District of Columbia government”.

(e) Response to Reports.—Section 720(a) of such title is amended by striking “or the District of Columbia government”.

SEC. 3. CONFORMING AMENDMENTS TO DISTRICT OF COLUMBIA HOME RULE ACT.

(a) Repeal of Inclusion in Mayor’s Annual Budget of Status of Efforts To Comply With GAO Reports.—Section 442(a)(5) of the District of Columbia Home Rule Act (sec. 1-204.42(a)(5), D.C. Official Code) is amended by striking “and the Comptroller General of the United States”.

(b) Repeal of Authority Relating to Performance Accountability Plan.—Section 456(a)(1) of such Act (sec. 1-204.56a(a), D.C. Official Code) is amended—

(1) by striking “the Committees on Appropriations” and inserting “and the Committees on Appropriations”; and

(2) by striking “, and the Comptroller General”.

(c) Repeal of Authority Relating to Performance Accountability Report.—

(1) In general.—Section 456(b)(1) of such Act (sec. 1- 204.56b(a), D.C. Official Code) is amended—

(A) by striking “the Committees on Appropriations” and inserting “and the Committees on Appropriations”; and

(B) by striking “, and the Comptroller General”.

(2) Repeal of evaluation of report.—Section 456(b) of such Act (sec. 1-204.56b, D.C. Official Code) is amended by striking paragraph (3).

(d) Repeal of Authority Relating to Financial Accountability Plan and Report.—

(1) In general.—Section 456(c)(1) of such Act (sec. 1- 204.56c(a), D.C. Official Code) is amended—

(A) by striking “the Committees on Appropriations” and inserting “and the Committees on Appropriations”; and

(B) by striking “, and the Comptroller General”.

(2) Repeal of evaluation of report.—Section 456(c)(2) of such Act (sec. 1-204.56c(b), D.C. Official Code) is amended—

(A) in subparagraph (A), by striking “the Comptroller General,”; and

(B) by striking subparagraph (B).

(e) Repeal of Annual Audits of Debt Service Payments.—Section 481 of such Act (sec. 1-204.81, D.C. Official Code) is amended—

(1) by striking “(a) Any Act” and inserting “Any Act”; and

(2) by striking subsection (b). <all>
