Expanding Labor Representation in the Workforce System Act
To expand labor representation on State and local workforce development boards, to provide a definition of labor organization, and for other purposes.
Summary
This bill increases the required representation of labor organizations on workforce development boards at the state and local levels. Specifically, it raises the minimum labor representation on state workforce development boards from 20 percent to 30 percent, and increases the number of labor representatives on local workforce development boards from 20 to 30. The bill also expands the definition of "labor organization" under the Workforce Innovation and Opportunity Act to include union federations, state and municipal labor bodies, and organizations representing government employees, railroad workers, and agricultural laborers. These changes would give labor organizations greater voice in decisions about workforce training and development programs.
