To amend title 49, United States Code, to authorize owners or operators of general aviation airports to impose certain restrictions relating to aircraft noise, and for other purposes.
Summary
This bill gives owners and operators of general aviation airports (small noncertified airports) the authority to work with the Federal Aviation Administration to implement reasonable restrictions on aircraft noise by adjusting air traffic patterns and training flight routes. Airports can request accommodations to limit aircraft noise, and must consult with surrounding communities when doing so. The FAA can reject or temporarily restrict these accommodations only in emergencies. Federal funding cannot be withheld from or denied to general aviation airports based on their efforts to reduce aircraft noise under this bill. The Transportation Department must update FAA regulations to allow general aviation airports to implement effective noise abatement measures.
