HR 4819 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To codify the rule issued by the Federal Trade Commission relating to click-to-cancel, and for other purposes.
Summary
This Act codifies the Federal Trade Commission's Negative Option Rule issued on November 15, 2024, into federal law. The rule requires that businesses offering subscription or other recurring billing arrangements make it as easy for consumers to cancel as it was to sign up, including providing a simple click-to-cancel mechanism. Violations of the rule are treated as unfair or deceptive acts under the Federal Trade Commission Act, and the FTC is given authority to enforce the rule with the same powers, penalties, and procedures available under the FTC Act.
