It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.

CAP Act of 2025

Introduced Jul 23, 2025

Latest action (Jul 23, 2025) Referred to the House Committee on the Judiciary.

Policy area

Summary

This bill repeals an exemption in the Immigration and Nationality Act that currently exempts institutions of higher education from annual numerical limitations on H-1B visas. Under current law, colleges and universities can hire an unlimited number of foreign workers on H-1B visas. The repeal would require these institutions to compete within the same annual H-1B visa caps that apply to other employers.
