Summary
The bill amends District of Columbia law to allow Members of Congress to carry concealed firearms in DC if they meet certain conditions. Specifically, a Member must have a valid concealed carry license or permit from their home state, not be prohibited by federal law from possessing firearms, and carry valid photo identification. The amendment creates an exemption for Members of Congress from DC's general concealed firearms restrictions. The law would take effect immediately upon enactment.
