Summary

This Act imposes a moratorium on closing, suspending leases, ceasing construction, consolidating, or limiting access to National Oceanic and Atmospheric Administration (NOAA) facilities, except for temporary emergency actions. The moratorium lasts until 180 days after the Secretary of Commerce, NOAA Administrator, and General Services Administrator jointly submit a report (not to be submitted before January 21, 2029) outlining the selection process and justification for any facility closure. After the moratorium ends, any future NOAA facility closure or suspension requires a joint report to Congress at least 30 days in advance, including cost-benefit analysis and impact assessments. Emergency actions that pose immediate health or safety threats remain exempt from these requirements.
