Medicare Orthotics and Prosthetics Patient-Centered Care Act
To amend title XVIII of the Social Security Act to protect beneficiaries with limb loss and other orthopedic conditions by providing access to appropriate, safe, effective, patient-centered orthotic and prosthetic care, to reduce fraud, waste, and abuse with respect to orthotics and prosthetics, and for other purposes.
Summary
This bill amends Medicare rules for orthotics and prosthetics to require that beneficiaries receive training and education from a qualified practitioner before receiving these items, and prohibits Medicare payment for items delivered directly without such training. The bill expands the types of qualified practitioners who can provide orthotics and prosthetics outside of competitive acquisition requirements to include physical therapists, occupational therapists, orthotists, and prosthetists in addition to physicians. It also ensures beneficiary access to replacement custom-fitted and custom-fabricated orthotic devices. The Secretary of Health and Human Services must issue implementing regulations within one year.
