HR 3960 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
Connecting Communities Post Disasters Act of 2025
To provide that a project to replace or improve a communications facility following a major disaster or an emergency declared by the President is not subject to requirements to prepare certain environmental or historical preservation reviews, and for other purposes.
Summary
The bill would exempt communications facility projects in disaster-declared areas from certain Federal environmental and historic preservation review requirements. Specifically, projects to replace damaged communications facilities or make improvements necessary for disaster recovery within five years of a presidential disaster declaration would be exempted from the National Environmental Policy Act and the National Historic Preservation Act review processes. The exemption applies to communications facilities in areas where the President has declared a major disaster or emergency under the Stafford Disaster Relief and Emergency Assistance Act.
