HR 3914 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To amend title 10, United States Code, to direct the Secretaries of the military departments to review certain requests to award decorations that were not timely awarded because relevant records were classified or otherwise restricted, and for other purposes.
Summary
- Allows military decorations to be awarded to active duty service members for service dating back to January 1, 1940, without regard to time limitations if the relevant records were classified or withheld for national security purposes.
- Requires the Secretary of each military department to begin review of decoration requests within 30 days and complete reviews within one year of receiving the request.
- Permits Secretaries to use existing military award procedures to conduct reviews of decoration requests.
- Clarifies that failure to meet review timeframes does not limit authority to award decorations and that a Secretary's recommendation against an award does not prevent the President from awarding it.
- Requires the Secretary to submit reports to Congress and, for Presidential decorations, to the President within 30 days of completing each review.
