To amend title 38, United States Code, to expand eligibility for homelessness benefits under laws administered by the Secretary of Veterans Affairs, and for other purposes.
Summary
This bill expands the definition of "veteran" for purposes of Veterans Affairs homelessness benefits programs. Under current law, certain types of discharges can make individuals ineligible; this bill makes homelessness benefits available to those discharged or released from uniformed services under any conditions other than dishonorable discharge or discharge by general court-martial. The expanded definition applies regardless of the length of service, whether the person served on active duty or in a reserve component, or whether they currently serve. The bill makes conforming amendments to ensure the expanded veteran definition applies across all VA homelessness benefits programs.
