Defense Shipyard Workforce Housing Act of 2025
To direct the Secretary of Defense to conduct a study on the feasibility, costs, and benefits of providing housing for civilian workers at certain naval shipyards, and for other purposes.
Summary
This bill would direct the Secretary of Defense to conduct a study on the feasibility and benefits of providing housing for civilian workers at four major naval shipyards: Norfolk, Pearl Harbor, Portsmouth, and Puget Sound. The study would examine the costs of constructing or leasing apartment-style housing, potential recruitment and retention benefits, and operational effects such as worker morale and commuting burdens. The study would also explore options for deducting housing costs directly from employee paychecks and compare the approach to other federal workforce housing models. The Secretary would be required to include detailed case studies of at least two of the shipyards and submit the findings to Congress within 18 months.
