Export American Natural Gas Act of 2013
To provide for the expedited approval by the Secretary of Energy of liquefied natural gas exports, and for other purposes.
Summary
This bill streamlines the approval process for liquefied natural gas (LNG) exports by requiring the Secretary of Energy to approve or deny export applications within 60 days of receiving a completed application or the applicant entering into a customer contract, whichever is later. If the Secretary does not act within the 60-day deadline, the application is automatically deemed approved. The bill allows LNG export authorization from the Secretary of Energy to be processed separately from and simultaneously with any required authorization from the Federal Energy Regulatory Commission or Maritime Administration. The approval process does not apply to exports prohibited by law. The bill also requires the Secretary of State to submit a report within 180 days describing the natural gas resources and economic policies of foreign countries, their potential to export natural gas to global markets, and the actions the U.S. government has taken to foster American natural gas exports to interested countries.
