Noncontiguous Energy Relief and Access Act of 2025
To amend title 46, United States Code, to allow for the transportation of energy products on vessels between points in the United States to which the coastwise laws apply if at least one such point is in Alaska, Hawaii, Guam, or the Commonwealth of Puerto Rico, and for other purposes.
Summary
This bill would amend the maritime shipping laws to exempt energy products from the coastwise shipping restrictions when transported between the continental United States and Alaska, Hawaii, Guam, or Puerto Rico. The bill defines energy products to include equipment and components for electricity generation, storage, transmission, and distribution, such as power generators, wind turbines, solar panels, liquefied natural gas, and petroleum products. The exemption would apply to transportation between the continental states and these noncontiguous territories, as well as transportation between the noncontiguous territories themselves. This exemption would allow vessels not subject to the normal domestic shipping restrictions to transport these energy products to and from Alaska, Hawaii, Guam, and Puerto Rico.
