HR 296 Introduced Re-checks Congress.gov for new actions and updates the bill's status, and fills in any sponsors, committees, or related bills that are missing. It does not re-pull sponsors/cosponsors/committees/related — those rarely change — and it skips all work if nothing has changed upstream, so it's cheap to click.
To address the plea agreements for certain individuals detained at United States Naval Station, Guantanamo Bay, Cuba, and for other purposes.
Summary
This bill addresses the legal status of three individuals detained at Guantanamo Bay—Khalid Shaikh Mohammad, Walid Muhammad Salih Mubarak Bin 'Attash, and Mustafa Ahmed Adam al Hawsawi. It specifies that any plea agreements these individuals entered into for actions related to the September 11, 2001 terrorist attack shall not prevent their trial under military law. The bill makes the death sentence available as a potential punishment in any such trial. It also establishes specific conditions of confinement for these individuals, including that they be held at Guantanamo Bay in solitary confinement with no contact with foreign nationals, limited psychological treatment, and no transfer to the continental United States or other countries.
