Southwestern Power Administration Fund Establishment Act
To establish the Southwestern Power Administration Fund, and for other purposes.
Summary
This bill establishes a new consolidated Southwestern Power Administration Fund in the Treasury to consolidate multiple existing funding mechanisms for the Southwestern Power Administration. The Fund consists of all receipts and collections from the Administration's operations, appropriations, and transfers of unexpended balances from three prior fund accounts, with amounts remaining available until expended. The Fund may be used for operation and maintenance of transmission facilities, marketing of electric power, construction and acquisition of transmission infrastructure, and administrative expenses under the Flood Control Act of 1944 and Energy Policy Act of 2005, with excess funds transferred annually to the Treasury as miscellaneous receipts. The Secretary of Energy, acting through the Southwestern Power Administration Administrator, may incur obligations in advance of appropriations and shall comply with government corporation accountability requirements.
