Summary

This bill establishes U.S. policy prohibiting recognition of any Georgian government led by Bidzina Ivanishvili or his proxies, and prohibits federal officials and employees from taking any action or using federal funds that would recognize such a government or imply U.S. recognition of it. The bill directs the United States to actively oppose recognition by other governments of an Ivanishvili-led Georgian government and to use sanctions authorities under the Global Magnitsky Act and Executive Order 14024 to deter corrupt activity or foreign influence operations by Georgia. The bill recognizes the incumbent President of Georgia prior to the October 26, 2024 elections as the only legitimate leader of Georgia. The policy may be declared void by the President if the Georgian constitution is restored through free and fair elections as certified by the U.S. Helsinki Commission.
