To ensure continuity of pay and allowances for members of the Armed Forces in the event of a lapse in appropriations.
Summary
This bill ensures that members of the Armed Forces continue to receive pay and allowances during any lapse in federal appropriations for fiscal year 2025. The bill makes continuing appropriations available to pay active duty and reserve members who perform active service or inactive-duty training during such periods, as well as civilian Department of Defense and Department of Homeland Security employees and contractors whom the Secretary determines are providing direct support to armed forces members. The appropriations remain in effect until whichever occurs first: enactment of a regular or continuing appropriation, enactment of an appropriations resolution without funding for this purpose, or January 1, 2026. The bill uses standard definitions from federal law for the Armed Forces, active service, and reserve components.
