Utilities must notify consumers early in a billing period if consumption exceeds the previous period, with notifications required by day 10 if the excess occurs in the first 9 days, or by day 20 if it occurs within the first 19 days. Utilities must also offer consumers the option to receive notification when their consumption reaches a dollar amount they choose.
