HOPE and Mental Wellbeing Act of 2025
To amend title XVIII of the Social Security Act to require coverage of 3 primary care visits without cost sharing each year under the Medicare program.
Summary
This bill amends Medicare and Medicaid to require coverage of the first three primary care visits each year without cost sharing, beginning in 2026. Primary care visits are defined as outpatient mental and behavioral health services, nonspecialty medical services, and care coordination services for prevention, diagnosis, treatment, or management of physical, mental, or behavioral conditions. The requirement applies to traditional Medicare, Medicare Advantage plans, and state Medicaid programs. Beneficiaries would receive these three visits annually at no cost for deductibles, copayments, or coinsurance. The bill ensures that cost sharing cannot be imposed on these visits under any cost-sharing arrangement permitted under Medicare or Medicaid law.
