Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to ``Trichloroethylene (TCE); Regulation Under the Toxic Substances Control Act (TSCA)''.
Summary
This joint resolution expresses congressional disapproval of an Environmental Protection Agency final rule regulating trichloroethylene (TCE) under the Toxic Substances Control Act, published in the Federal Register on December 17, 2024. If passed, the resolution would nullify the EPA rule and prevent it from taking effect. The resolution operates under the Congressional Review Act, which allows Congress to disapprove agency rules within a specified timeframe. Passage of the resolution would require both chambers of Congress to approve it, either through presidential signature or by overriding a presidential veto. If enacted, the rule would have no legal force or effect, and the EPA could not issue a substantially similar regulation without new legislative authority from Congress.
