Summary
Create new sections of KRS Chapter 237 to define terms; establish requirements for individuals in crisis to voluntarily request inclusion on a list that prohibits the purchase or possession of firearms for specified periods and to voluntarily commit their firearms to law enforcement for safe storage or permanent surrender; provide processes for individuals to be removed from the list upon request and to have a surrendered firearm returned; establish confidentiality requirements and the exclusion of list and surrender records from the Open Records Act; establish protocols for law enforcement agencies to accept, manage, and maintain the required documentation and the safe storage of firearms; establish penalties for noncompliance; establish liability protections for good-faith conduct associated with requirements; require the Department of Kentucky State Police to annually report statistical data to the Legislative Research Commission; direct the Justice and Public Safety Cabinet and the Cabinet for Health and Family Services to seek grant funding to provide a statewide public education and awareness campaign on the voluntary list and firearm surrender programs.
