Summary

This bill makes several technical changes to Colorado's transportation and traffic safety statutes. It clarifies requirements for tire chains and traction devices on state highways by removing specific references to vehicle drive types. The bill prohibits vehicles from parking or standing in designated bike lanes except when necessary to avoid conflicts or following traffic control directions. It clarifies authority for officers to move vehicles or debris that obstruct traffic or highway operations. Finally, it updates statutory language to replace "accident" with "crash" or "incident" in traffic-related statutes and provides a definition of "crash" that includes motor vehicles, vulnerable road users, and other transportation devices.
