Summary
Alaska HB 93 changes the residency requirements for hunting, trapping, and sport fishing privileges in the state. The bill requires that individuals issued permanent identification cards for hunting and fishing must continue to meet the state's residency requirements to use those cards, rather than meeting residency requirements only once at the time of issuance. Residency is defined as being physically present in the state with intent to remain indefinitely, maintaining a domicile in the state for 12 consecutive months before license application, being physically present in the state during that entire 12-month period except as allowed by law, and not claiming or obtaining benefits under residency in another state, territory, or country. The commissioner of fish and game must adopt regulations to determine residency eligibility and may require proof of residency, using information from other state agencies as needed. The law takes effect January 1, 2028.
