Summary

This bill expands the New York health department's review of correctional health services by making annual reviews explicit and broadening the scope to include emerging infectious diseases, women's health, transgender health, chronic conditions, geriatric healthcare, discharge planning, and substance use disorders. The bill requires the health department to conduct biennial studies of health care staffing in state and local correctional facilities to examine adequacy of staffing, potential challenges such as salary and geography, and the impact of staffing levels on service availability. Health department personnel will continue to have authority to inspect facilities, review medical records and grievances, and interview health providers and incarcerated individuals. The health department must inform the public before conducting reviews and invite public input. All written reports from reviews must be public information posted on the department's website.
