AN ACT to amend the general business law, in relation to requiring appearance enhancement businesses to display a poster about sexual and domestic violence

The People of the State of New York, represented in Senate and Assem- bly, do enact as follows:

1 Section 1. The general business law is amended by adding a new section 2 408-c to read as follows: 3 § 408-c. Sexual and domestic violence awareness poster in appearance 4 enhancement businesses. 1. The department of state, in consultation with 5 the office for the prevention of domestic violence and the division of 6 human rights, shall create a poster containing information on recogniz- 7 ing signs of sexual and domestic violence and available resources in the 8 state, including, but not limited to, toll-free hotlines and victim 9 services. The poster shall be made available in the top ten non-English 10 languages spoken in the state, as determined by the most recent American 11 community survey data. 12 2. The department of state, in consultation with the office for the 13 prevention of domestic violence, shall provide such posters to appear- 14 ance enhancement businesses at no cost. The department shall issue mini- 15 mum content and design standards for businesses that elect to create and 16 display their own posters, subject to approval by the department. 17 3. Every appearance enhancement business licensed pursuant to this 18 article shall post, in a conspicuous location accessible to all custom- 19 ers, a poster provided or approved pursuant to subdivision two of this 20 section in a language of the business's choice.

1 § 2. This act shall take effect on the one hundred eightieth day after 2 it shall have become a law. Effective immediately, the addition, amend- 3 ment and/or repeal of any rule or regulation necessary for the implemen- 4 tation of this act on its effective date are authorized to be made and 5 completed on or before such effective date.
